APCD Stakeholder Meeting on Industrial GHG Emissions

|(Previously called HB 19-1261 GHG Emissions and Energy Efficiency Audit Rule) Colorado House Bill 19-1261 Background: In the 2019 Colorado legislative session, House Bill 1261 was put into statute, requiring that Colorado have statewide goals to reduce 2025 greenhouse gas (GHG) emissions by at least 26%, 2030 GHG emissions by at least 50%, and 2050 GHG emissions by at least 90% of the levels of statewide GHG that existed in 2005. |
As part of reaching these reduction goals, the bill directs certain industries to perform a GHG emissions and energy efficiency audit every five years to assure these industries are reducing GHG pollution and increasing energy efficiency over time. The bill also requires the establishment of GHG Best Available Control Technology for these specific industry types. Additionally, HB-1261 provides broad authority to the Air Quality Control Commission to regulate greenhouse gas emissions from the manufacturing sector to meet the statewide goals of the House Bill stated above.
