APCD Greenhouse Gas Emission Fee Rule Public Listening Session

The Air Pollution Control Division is hosting a public listening session on the Greenhouse Gas (GHG) Emission Fee Rule. During the initial stakeholder meeting staff will provide a general overview of the rule concepts, the requirements set out in House Bill 21-1266, the overall funding needed to support Division climate change activities, and some general principles to consider in determining how GHG fees might be structured. The meeting will also provide an opportunity for public comment (each commenter will have 3 minutes to speak) as well as a question and answer session.

BACKGROUND

  • Based on House Bill 21-1266, the Air Quality Control Commission must create a rule requiring fees for greenhouse gas (GHG) emissions.
  •  Fees will fund Air Pollution Control Division programs to improve and protect air quality in Colorado.
  • The Division may also raise existing emission fees for criteria pollutants (NOx, VOC, CO, PM, SO2) and hazardous air pollutants.
