Under state law, utility companies must submit Clean Energy Plans showing how they plan to reduce greenhouse gas emissions by 80% by 2030. Companies were required to submit a letter to the division if they expected difficulty meeting the requirements no later than March 31, 2026.

The division received three hardship letters:

• CORE Electric Cooperative hardship letter. 
• Colorado Springs Utilities (CSU) hardship letter.
• Municipal Energy Agency of Nebraska (MEAN) hardship letter.

The division will present a summary of Clean Energy Plan requirements and the hardship letters.
